摘要 目前加油站建设的可行性研究,基本上沿用一般项目可行性研究的方法、除工程内容以外,其他研究内容有许多不适应零售网络建设的特点,特别是经济评价指标仍然侧重于投资效益指标,市场开发的销售量预测仍然依靠主观经验。为改进加油站建设可行性研究,建议:(1)零售总量的增长应作为建站与否的首要指标,一定区域内成批站点应进行整体评价;(2)以本地区成品油消费量与零售设施量的均衡分析为基础,寻找零售网络建设发展空间;(3)采用统一的预测模型,科学预测拟发展加油站的销售量,为效益测算提供可靠基础;(4)加油站建设标准化,投资估算规范化,为加油站发展规划审批提供直观资料,为科学管理运作提供硬件基础。 At present, most feasibility studies addressing service station construction employ the methods adopted in feasibility studies of a wide variety of construction projects. Apart from project content, many aspects of these projects do not accord with the characteristics of a retail gasoline construction project. Particularly, the economic assessment indices mainly focus on investment returns, and the forecast of sales in developing markets still relies on subjective experience. In order to improve feasibility studies of service stations, we suggest: (1) the increase in total retail volume should be the key factor in deciding whether or not to construct service stations and an overall assessment should be conducted when constructing a series of service stations in a particular area; (2) the development of retail networks should be based on an analysis of the balance between consumption of oil products and the number of retail facilities; (3) employ a uniform forecasting model to forecast scientifically the product sales of planned service stations and lay a solid foundation for the calculation of economic results; (4) standardize the construction of service stations and normalizing the investment estimation to provide information for the approval of service station developing programs and to provide necessary conditions for efficient management.
