输电网合作投资的费用分摊方法 被引量:11

摘要 电力系统引入市场机制后 ,输电网的投资具有分散化和多元化的趋势 ,同时由于输电投资具有规模效应 ,且成本回收期长 ,因而投资者之间相互合作将成为降低风险的一种有效方式 ,但如何分摊投资成本仍是一个值得研究的问题。为此 ,文中基于合作博弈理论 ,提出了一种多主体合作投资的费用分摊方法 ,通过投资收益分析 ,计算各子联盟的特征函数值 ,将超出值作为衡量分摊方案优劣的评价指标 ,并结合遗传算法求得输电合作投资的核子解。 Deregulation of power system will make transmission investment decentralized. Due to economies of scale and long term of cost return, cooperation among investors is a good choice to reduce investment risk, however, how to allocate fixed cost inside such coalition still remains an open problem. This paper proposes a new multi-player cost allocation method based on cooperative game theory. Each coalition's character value is first calculated by cost-revenue analysis. Then the corresponding excess value is defined as the index which reflects each scheme's performance. Finally, the game's nucleolus result is given by genetic algorithm. This result can satisfy individual rationality and group rationality.
