The market defects do not mean the market inefficiency or the inevitability of government intervention. The effect is positive theoretically and practically to introduce the market mechanism into the public services. It shows that the administration of natural monopoly industries would rely on both the government and the markets. And the latter is more significant for the transitional countries. The effective competitions and rational regulations can promote to realize the reform objectives.
