民主与法制的理论创新

On the theoretical innovation of democracy and legal system

本文简要概括并论述了十六大报告在民主与法制方面的理论创新之处。报告第一次提出“发展社会主义民主政治 ,建设社会主义政治文明 ,是全面建设小康社会的重要目标” ,是对什么是社会主义、怎样建设社会主义认识的又一次深化 ;第一次提出 :“党内民主是党的生命 ,对人民民主具有重要的示范和带动作用” ,为进一步健全民主制度、丰富民主形式指明了方向 ;第一次提出“依法执政”的概念 ,对加强和改善党的领导 ,提高执政能力 ,巩固执政地位 ,具有重大的指导意义。

The article summarizes and demonstrates theoretical innovation in democracy and legal system of the report delivered by Jiang Zemin at the opening of the 16th CPC Party Congress. This report put forward for the first time the thought that “developing socialist democracy and establishing a socialist political civilization are an important goal for building a well-off society in an all-round way,” which deepens people's realization of what's socialism and how it should be built'. It put forward the idea that “inner-party democracy is the life of the Party, and plays an important exemplary and leading role in people's democracy,” which shows clearly the direction for further development of improving democracy system and enriching forms of democracy; and it enhances the concept of “ruling the country by law”, which has great instructive significance for strengthening and improving the Party's leadership, enhancing Party's capability of governance and consolidating the Party's ruling status.$$$$
