摘要
绩效管理是一种适应时代需要的管理模式。开展绩效管理的困难主要在于现有的绩效评价测算出的结果往往含有评价对象之间客观条件优劣的影响,仅仅体现了它们的实力,难以反映人们主观有效努力程度,其激励作用是有限的。为了克服上述弊端,本文提出管理有效性的概念及测算它的二次相对效益方法,从而有利于绩效管理工作的健康开展。
Performance management is one of the feasible management modes at present.The main difficulty in performance management is that the measurements often contain the effects of the objective situation for the evaluated units.The evaluation results only present the strength of the units and fail to reflect their extent of subjective effort.As a result, the incentive effects of performance evaluation are limited.In order to get over these shortcomings, the concept of management efficiency and its measuring approach,the binary relative evaluation approach,are proposed in this paper.The paper believes it will be useful for the development of performance management.
