公平与效率:我国高等教育的对策取向

Equity and Efficiency: the Countermeasures to Higher Education of China

本文针对如何实现高等教育公平与提高其效率问题,提出了三个观点:一是在高教资源分配上要提倡“花盆方案”和“大地方案”的有机结合,采用一种“阳光普照”的方案;二是主张高等教育要立足中心,面向边缘;三是要淡化“重点大学”的情结。

This paper tries to put forward three viewpoints on how to realize the equity and efficiency of higher education at the same time. Firstly, on distribution of the higher education resource, the combination of the two projects 'flowerpot project' and 'earth project' should be advocated, and 'sunshine project' should be adopted. Secondly, higher education should emphasize leading universities but not neglect the minor ones. Thirdly, the 'key universities' complex should be dissolved.
