摘要
科教兴国战略实施过程中,取得了许多显著的成就,但也存在一些有悖于科教兴国实质精神的作法和认识,如注重引进,忽视吸纳创新;注重结果,忽视过程和基础;重学历,轻能力,高学历与高素质脱节现象严重。这与我国大众缺乏忧患意识和科技意识是密不可分的。
Implementing the strategy of making China prosperous through science and education remarkable achievements have been made, and yet there are still some cognition and practice which are against the essence of the strategy and which should be paid attention to. For example, there are people who value the import of foreign things but overlook absorption and innovation; who value the final result but overlook the process of achieving the result and the establishment of the base; who value one's academic credentials but overlook actual ability and there are quite a few people with a record of high schooling but rather low quality. This is because that the broad masses of the people lack awareness of hardships and of science and technology.
