摘要
选准人用好人,标准至关重要,尤其是官吏选用,历来关乎国家盛衰存亡、长治久安,古今诸多政治家对此多有关注。本文旨在从历史角度分析中央颁布实施的《党政领导干部选拔任用条例》中的选才标准与考察工作,从而加深对《条例》的理解,以便更好地贯彻之。
Throughout history, the cilferia for personnel selection and employment have been closely related to the trend of public feeling and the stability of a nation. Many regimes disintegrated owing to the corruption of administrative officials, which is not rare and close at hand. Hence many rulers and politicians have attached great importance to the criterion for selecting personnel. Recently the Regulations for Selecting & Using Administrators and Party Officials instituted by the central committee has strengthened the selection process of personnel,not only further defining the criterion of selecting and employing personnel skills but also practically stipulating the procedure and methods of this. This essay mainly discusses the criterion for selecting personnel and the principles of recruitment of the administrators throughout the ages.
