以德行政与反腐倡廉——兼谈中国传统行政道德的传承和发展

Administrating by Moral and Opposing Corruption

行政道德对促进反腐倡廉建设具有导向、控制、调节、教育和激励等功能。现阶段,由于我国社会主义市场经济发育不成熟,他律的缺失以及道德建设的滞后,进一步导致了腐败问题的产生。为了适应新形势的发展需要,我们必须在继承和弘扬传统行政道德精华的基础上,赋予新的内容,明确政府工作人员的道德规范,加速行政道德法律化,促进我国的反腐倡廉建设。

Administration moral has the functions of lead,controlling and adjusting etc.in opposing corruption.At present,the immaturity of market economy, the lack of non-selfcontrol,and the backward moral building further lead to the corruption problem. On the basis of inheriting and advocating the elites of the conventional administration moral, we should give it new contents, make the moral regulations certain,and speed up the legitimization of the administration moral to meet the need of the new situ ation.
