摘要
从委托代理理论的角度出发,对成人高等教育评估组织的独立性和公正性进行分析得出的结论是:对成人高校的外部评估是必要的,对成人高等教育评估组织的元评估也同样必要。成人高等教育评估组织不仅需要形式上的独立,还必须对其进行监督和激励,这样才能保证成人高等教育评估工作的公正性和有效性。同时还须对成人教育评估组织的外部治理进行控制。
The article analyses the independence and justness of evaluation organization of higher adult education from the angle of the theory of agency by agreement;and then makes a conlusion as follows:it is necessary to conduct external evaluation to higher adult schools.While it also is necessary to conduct basic evaluation to the evaluation organization of higher adult education.Evaluation organization of higher adult education not only needs the independence in appearance and but also should be supervised and encouraged.Only in this way ,can the justness and effectiveness on the evaluation organization of higher adult education be guaranteed.The article designs the external management of the evaluation organization of adult education.
