The paper introduces the assumption of constructing three-dimensional GPS surveying frame, associated the horizontal system and vertical system of GPS, and refine geoid. The necessity and feasibility of constructing three-dimensional GPS frame are briefly discussed. This paper also introduces the expectant purpose and social benefit of three-dimensional GPS frame.
