The essence of administrative rule o f law is to administer official but not citizen,is to administer power but not affair.The principles of admin istrative rule of law includ s priority of law?reservation of law?authority gi ven by law?the proportion principle?procedure public?power supervistion and r ight remedy.While we advocate the notion of administra tive rule of law and tow ard the govern ment by law,we should not only grasp the essence?principles of administrative rule o f law,but also put forward the course of administrative r ule of law.
