China Environment Protection Legislation Under the Sustainable Development Strategy

环境问题是人与环境的关系问题 ,是人类在传统的发展观的指导下 ,错误地处理人与环境的关系所产生的认识问题和实践问题。可持续发展观强调生态伦理道德和生态价值观 ,将环境与发展、当前利益与长远利益有机地统一起来 ,是环境保护唯一正确的选择。确立“生态利益优先”的环境立法原则 ,推动环境基本法律制度改革、创新和完善 ,增强环境法的实施能力和提高执法效率 ,推进全国环境教育的制度化 。

The environment problem is the relation problem of Man and Nature, and also the problem of knowledge and practice that emerges in wrongly dealing with the relation of Man and Nature in guiding Man’s traditional development view. The view of sustainable development emphasizes ecological ethics and ecological value.It is the sole proper choice of the environment protection to integrate the environment with development,and immediate interests with long team interests.It is a fundamental guarantee to promote our country environment protection work and sustainable development of our national economy that determines the environment legislation principle of “the ecological interests priority”, pushes forward the reform, innovation and perfection of environment basic law rules, raises the enforcement ability and the efficiency of environment law, builds up the system of the whole national environment education and the public participancy.
