随着经济全球化进程的加快 ,政府职能在全球范围内的横向竞争成为现实。政府绩效成为检验政府合法性的决定性因素。我国正经历着向市场化资源配置机制转变的深刻的社会政治体制和经济体制的变迁 ,如何借鉴西方国家的经验 ,推进我国的政府改革 ,确保我国政府的合理性和科学性 ,提高政府的理性化程度和国家治理能力 ,具有特别重大的意义。西方国家的政府改革范式昭示人们 :企业化的政府既能适应工业化时代的需要 ,又能适应后工业时代的需要 ,是转型经济政府改革的方向。

Some horizontal competitions of government functions have already come out in the world as the economic globalization goes on. Government performance has become a determinant factor to examine government's legitimacy. China has been going through the thorough changes of social political and economic systems shifting from planned to market-oriented. It is of much significance to draw experiences from western countries and push forward the Chinese government reforms in order to improve the legitimacy and governance abilities of the Chinese government. The mode of government reforms in western countries has showed that enterprise-managed government can apply to both industrialization and post-industrialization, and that it is also a direction of government reform in transitional economies.
