提高中国煤炭洗选比例的障碍分析及政策建议

Obstacles Analysis and Policy Recommendations for increasing the percentage of Coal Washing in China

本文分析了中国的煤炭洗选现状、今后的洗选需求以及发展方向,从市场、政策、技术等方面分析了阻碍中国煤炭洗选尤其是阻碍动力煤洗选的方面的障碍,并据此提出了政策建议。建议包括,应制定合理的政策、排放标准、用煤标准和污染物排放收费标准;改进燃煤设备设计;推广应用简化、高效的动力煤洗选工艺;推进动力煤集中加工和配送,生产标准化、系列化动力煤产品;同时可通过示范项目及加强宣传,让公众接受洗选煤。

This paper introduces present status, future needs and development of coal washing, analyzes the obstacles to the development of steam coal washing from the view of market, policy and technology. Recommendations are formulated to address the obstacles that have been raised, including formulation of applicable policies, emission standards, coal standards and emission fee level; improvement in coal fired equipment; popularization of simplified and high efficiency steam washing technologies; promotion of centralized processing and distribution of steam coal and production of standardized and serialized steam coal products; facilitating the acceptation of washed coal by the public through demonstration projects and increased propaganda.
