As China's open policy and flexible measures develop, a new situation has presented itself for pmting the question of building free ports on the agenda.This article gives a systematic review of the history of the emergence and development of free ports in various countries of the world, and elucidates the objective situation for opening free ports in China, and particularly the favourable conditions and realistic significance of building a free port of Ningbo.
