宁波经济技术开发区投资法律环境刍议

TENTATIVE IDEAS ABOUT LEGAL ENVIRONMENT FOR FOREIGN INVESTMENT IN NINGBO ECONOMIC AND TECHNOLOGICAL DEVELOPMENT ZONE

根据宁波经济技术开发区的现状,要改善其投资法律环境的办法应是:一、确定开发区的格局与机制,以确定改善投资法律环境这一系统工程的目标;二、着手编纂开发区法律大全;三、培养一支精良的执法队伍;四、健全立法、司法、法律咨询和法律研究机构;五、建立涉外行政和司法人员的自律制度;六、创造一个具有自我完善机制的投资法律环境。

Based on the survey of the state of Ningbo Economic and Technological Development Zone, the methods to improve the legal environment for foreign investment in the zone should be as follows; 1. defining the pattern and mechanism of the development zone in order to define the aim of the systems engineering for improving legal environment for foreign investment ; 2. codifying the code for the development zone; 3. training an excellent troop of law-executors; 4. perfecting the institutions for legislation, jurisdiction, legal advice and law research; 5. establishing a system for administrators and law executors dealing with foreign relation to govern themselves, 6. all these are to create a legal environment for foreign investment with self-improving mechanism.
