网络反腐的伦理困境及解决途径

Ethical dilemmas and solutions of network anti-corruption

网络反腐作为一种新兴的反腐工具,提高了腐败问题发现的几率,具有方便、快捷、传播范围广泛、互动性强等特点,长期以来发挥了重要作用,具有独特的优势。但是网络反腐在曝光、举报、查处等方面暴露出诸多问题,主要体现在不尊重事实、网络管理疏于引导、责任感缺失等方面。鉴于此,应从加强制度建设、规范伦理道德、加强网络后台管理、强化立法等多途径予以解决。

As a kind of new anti-corruption means,network anti-corruption increases the chances of exposing corruption phenomenon. It has the characteristics of being convenient,fast spreading,widespread and strong interaction,which plays an important role and has some unique advantages in anti-corruption. Network anti-corruption,however,also has many problems in corruption exposure,accusation,and punishment,which are embodied in such aspects as disrespect of the facts,lack of network management,and lack of sense of responsibility. We should resolve them by strengthening the system construction,moral guidance,and legislation etc.
