"跨太平洋伙伴关系协定"(TPP)是亚太地区重要的区域贸易协定之一。目前,我国虽尚未加入TPP,但TPP的"零关税"谈判必然会对我国关税政策产生影响。压力与动力如影随形,机遇与挑战并存。中国应以开放包容之心态积极应对,继续深化改革,寻找新的制度红利,以上海自贸区的成功运行为契机,为我国关税制度改革进行有益探索;辩证认识关税的有效保护功能,采取措施应对TPP的各种非关税壁垒,优化贸易条件,消除TPP对中国的不利影响;优化关税税率结构,合理选择运用零关税优惠政策。

'Trans Pacific Partnership'(TPP)is one of the important regional trade agreements in Asia Pacific.At present,although China has not joined the TPP negotiations,but the TPP tariff negotiations will inevitably have an impact on China's tariff policy.pressure and power coexist.China should be open and inclusive attitude of positive response,continue to deepen reform,looking for a new bonus system,and Shanghai free trade zone successful operation as an opportunity to carry out beneficial exploration for China's tariff system reform;take measures to cope with various TPP non-tariff barriers,optimize the trade conditions,weakening the TPP adverse effects to China;Optimize the structure of tariffs,reasonable use the zero tariff preferential policies.
