政府R&D资助对高技术产业创新绩效的影响——基于空间计量模型的研究 被引量:2

The Influence of Government R&D Funding on the Innovation Performance of High-tech Industry:A Study Based on Spatial Econometric Model

摘要 本研究利用2008-2016年30个省级行政区高技术产业面板数据,采用空间计量模型,就资金补贴和税收优惠两种政府R&D资助方式对高技术产业创新绩效的影响进行了实证研究。结果表明:在高技术产业五大行业中,资金补贴仅对航空航天器制造业创新绩效存在显著促进作用,而税收优惠则能促进五大行业创新绩效的提高,且总体而言税收优惠的作用大于资金补贴;高技术产业创新绩效具有明显的正向空间相关性,政府R&D资助对邻近地区高技术产业创新绩效的提高也存在促进作用。本文的启示主要包括:政府在对高技术产业进行资金补贴时,必须结合行业特征来制定差异化策略,避免'一刀切';政府应加强对高技术产业各行业的税收优惠力度;高技术产业应加强同邻近地区的联系与合作,以提升自身创新绩效。 Based on the panel data of high-tech industries in 30 provincial administrative regions of China from 2008 to 2016,this paper constructs the spatial econometric model to study the effects of two different government R&D funding methods on the innovation performance of high-tech industries.The results show that capital subsidy can only promote the improvement of innovation performance in the aerospace manufacturing industry,while tax incentives can promote the improvement of innovation performance in the five major industries of high-tech industries.In general,the effect of tax incentives is greater than the financial subsidy.The government R&D funding can also promote the improvement of the high-tech industry innovation performance in the neighboring regions.The High-tech industry innovation performance has a clear positive spatial correlation.There are many enlightenments.While the government subsidizes R&D funds for hightech industries,it must formulate differentiated strategies according to the characteristics of various industries to avoid the'one size fits all'phenomenon.The government should strengthen tax incentives for hightech industries.High-tech industries should strengthen learning and cooperation with neighboring areas to promote their own innovation level.
