集群被认为是支持中小企业成长以使其在全球经济中能有效竞争的最佳选择。在实践中,并不是所有的集群都能在技术上升级或成为世界市场的竞争者。本文通过对发展中国家巩固现有集群和培育萌芽集群的最佳案例进行分析,表明了公共机构对于中小企业集群的持续发展起着重要作用。

Grouping is regurded as the best choice for supporting smallmedium sized enterprise growth to make them compete efficiently in global economy. In practice, not all groups can be technically upgraded or become competitors in the world ceonomy. This paper, through the analysis of the best cases of consolidating present groups and cultivating budding groups in developing countries, shows the important role played by public organization in the continual development of smallmedium sized enterprise groups.
