招投标制度从上世纪八十年代试行推广到现在全面推行,已经越来越为社会公众所接受与重视。但工程建设中,特别是实际操作过程中,招投标仍然存在一些不可忽视的问题和不足,影响甚至制约了工程项目的如期开工和顺利推进。本文在分析招投标现状及存在问题的基础上,从建设单位强化内部管理,合理规避外部风险的角度,对招标运作提出了改进性策略和前瞻性思考。

Bidding and tendering system has been accepted and attached importance by the public since it was put into trial use in the 1980 s.But in the engineering construction , especially in the process of practical operation , there are still some problems and defects in bidding and tendering , which are not negligible and restrict the project to start as scheduled and advance smoothly .Based on the analysis of present situation and problems of bidding and tendering , the paper puts forward strategies of improvement and forward -looking thinking of the bidding work from strengthening internal management by the construction unit and avoiding external risk reasonably .
