摘要
治理强调的是利益相关方的权利平等,其意义体现的是非单项的双向互动与相互交流,表现为具体行为方式上的宏观性,倾向于多主体间横向上的扁平化;治理具有开放性、平等性和多元性的特点;必须把具有治理能力的人或组织:高职学生、家长、行业、企业、政府、普通高校等纳入高职教育的治理体系中,其中政府、行业、企业、学校是最核心的治理主体;政府主导、行业引导、学校主体和企业参与的高职教育治理体系结构里,各主体不是单向静止的,而是互动交融的。
Emphasizing equal rights of all "stakeholders", the notion of "governance" entails two-way interaction and mutual exchanges , with macroscopic quality of concrete behaviors , the tendency of delayering among multi-agents, and characteristics of openness , equality and diversity .Therefore organizations or people such as vocational students, parents, industry, enterprise, government, and colleges should be included in the governance system of vocational education , where government , industry , businesses , and school are the core of the governance body .In the vocational education system of governance led by government , and guided by industry , with school as subjects and enterprises as participants , each body operates in the way of interactive integration rather than remaining one -way static .
