The System Designing of the Establishment of China's Resource Environment Property Right Market

本文从资源环境产权市场交易的三个层次 ,即初始产权界定、交易权规定和交易制度安排上综合研究我国资源环境产权市场的制度优化建设途径 ,提出三步连续而渐进的制度改变策略 :第一 ,建立市场化的资源环境公共产权规制模式 ;第二 ,在现有的资源环境所有权安排条件下 ,实现资源环境使用权和经营权的市场化 ;第三 ,实行多元化和市场化的资源环境所有权制度 。

Concerning the three levels of trade in resource environment property right market, namely primary property right definition, trade right regulation and trade system arrangement, this paper makes a comprehensive study of the approaches to optimize the building of China's resource environment property right market. It puts forward the following three continuous yet progressive strategies for system reformation: 1. The establishment of the system pattern of marketable resource environment property right; 2. The realization of the right to use and manage resource environment in accordance with the present regulations concerning the ownership of resource environment; 3. The realization of the ownership system of multiform and marketable resource environment so as to form a perfect resource environment right market where public and private property rights meet.
