摘要
从观念创新、制度创新、机制创新等方面,探讨了高校如何通过创新做到以人为本,改革传统的人事分配制度、职称评审制度以及离退休制度,做好高校教师资源的开发与管理工作,从而稳定、吸引更多的高层人才,建立起一支高素质、高水平的师资队伍。
It′s significant for institutions of higher learni ng to stabilize and attract more talented people for forming a contingent of high quality and high level teachers, which affects their survival and development. T his paper probes into, from such aspects as concept innovation, system innovatio n and mechanism innovation, how to reform the traditional personnel arrangements system, the evaluation system of professional title and the leave and retiremen t system on the basis of human-orientation and by means of innovation,in order t o accomplish tapping and managing teacher resources.
