中国政府采购制度现状与思考

Understanding and consideration of China's governmental purchase

论述了中国的政府采购制度所取得的成就及存在的问题立法滞后、财政资金运行效率低下、地区封锁、行业垄断现象盛行和消息不畅等 ,提出今后加强政府采购制度建设的关键是提高政府采购工作质量 ,完善与政府采购相关的法律体系 ,夯实政府采购制度的基础。

This essay illustrates the achievements and the existing problems in the system of governmental purchase,which include lack of effective laws,low efficiency in using financial money, protecting local businesses ,monopolize the market and information unexpedite etc,and proposes that the key point of reinforcing the following governmental purchase should be to increase the quality of governmental purchase, to implement the relative law system with governmental purchase,and to strengthen the basic constructive of governmental purchase.
