摘要 大国平衡战略,是东盟对冷战后新的地区形势的一种反应和战略选择。在东盟各国看来,单纯依靠东盟自身的力量是无法保障本地区安全的,而大国出于利益的驱动和对权力的追求,一定会在东南亚地区进行扩张和竞争,利用这些大国之间的相互竞争,可以达到某种均衡的态势,从而保证本地区的安全、稳定与繁荣。东盟认为,中国在东南亚地区的影响力正处于上升的态势,是一个个雄心勃勃的地区强国,而美国则是一个“温和的超级大国”,因此,有必要扩大美国和日本在该地区的存在与影响力,以制衡中国。 Equilibrium strategy among big countries is a kind of reaction and strategic choice that the ASEAN makes to deal with the new regional situation after Cold War. In the view of the countries of ASEAN, the ASEAN have not enough power to safeguard the security of the area just by itself . And because of big countries pursuit of benefit and power, they must try to expand and compete in the Southeast Asia. Making use of the competition among big countries, the ASEAN can get certain balance situation, and as a result, to ensure the security, stability and prosperity of the area. The ASEAN believes China's influence is on rise in the region of Southeast Asia, and it's an ambitious local power, but the United States is a ' gentle superpower' . Therefore, it' s necessary to extend the influence of the United States and Japan in thearea to balance China.
