“土客替代”与都市郊区农村社区治理——基于SH市郊区农村治理现状的考察

‘Settlers Replace Natives' and Social Governance in Suburban Areas: Case Study of the Suburban Areas of SH City

随着城市化的进一步发展,在都市郊区农村出现了较大规模的"土客替代",表现为本地农民的流出与外地农民的大规模流入。"土客替代"的发生,虽然盘活了当地的农业资源,但是也带来了一系列全新的治理问题。例如,外地农民群体性的频繁流动,边缘化的社会生活,以家庭为单位的分散经营,在生产、生活领域都对地方政府构成了巨大的治理压力。为了实现社区的维稳目标,基层政府通常会采取策略主义的治理方式。这种治理方式对郊区农村的长远发展会带来不利影响。文章通过对SH市郊区农村的考察,探讨了如何在社区的层面上形成有效的统分关系,通过更具包容性的整体性治理手段,促进都市郊区农村社区的稳定和发展。

With the accelerated development of the urbanization,there emerges a conspicuous phenomenon called‘Settlers Replace Natives' in the suburban areas of big cities,which manifests as a large scale of local peasants flowing out and peasants from other places flowing in. This transformation really rejuvenates the local agricultural resources,but it also brings out a series of new administrative problems such as frequent mass migration of non-local peasants,marginized social life,scattered production or business of family as a unit,exerting a serious pressure over the government in the governance of their production and life. In order to realize the community stability maintenance,the grass-root government usually adopts a strategy of strategism,which may cause a negative influence on the long-term development of the suburban areas. The paper,based on the survey on the suburban areas of SH City,interprets this process and further delves into the establishment of the effective unified relation at the level of community,and the realization of stability and development of the suburban areas of big cities through more inclusive and integrative comprehensive governance measures.
