社区协商:让基层治理运转起来

Community Consultation: Making the Urban Grassroots Governance Work

新型城镇化导向下社区发展进入了新一轮治理周期。面对新常态下的社区多元组织协同、社区弱参与、社区冲突和社区自治等问题,协商式治理能够最大范围地激起公众参与,对社会治理的公开性和回应性特征也能做最大程度的响应,目前最需要的是规模化和常态化的社区协商试验。作为一场潜在的社会变革,且全球范围内并没有足够经验可寻之下,如何通过社区协商让基层治理积极高效地运转起来,推动中国协商民主的进程,还需应对社区协商的合法化、公平与效率、平台设计和多阶层参与等困境。

Under the conditions of new pattern urbanization,the community construction is entering a new governance lifecycle. Faced with the problems of community multi-institutional coordination,weak participation,conflict and self-government in the new normal,deliberative governance can encourage public participation and respond to the openness and reactive of social governance on the largest scale. Now Chinese needs is the scale and normal of community consultation's experiment. As a potential society's reform,there isn't enough experience on a global scale. How to actively make the urban grassroots governance work and turn to deliberative democracy promotion,we must deal with the plight of legalizing,fairness and efficiency,platform design and full participation of community consultation.
