纪律规矩建设的政治生态学考察

A Survey of Political Ecology on the Construction of Discipline Rules

对于现代政党政治而言,党纪国法是两个相互支撑的治理工具。一个成熟型的政党政治,一般都把严明的纪律和规矩作为政党治理的基本逻辑和重要凭借。中国共产党的先进性和"破法必先破纪"的现实遭遇从深层次决定了挺纪在前、纪严于法的政党治理逻辑。但是,纪律规矩建设离不开政治生态的支撑。良好的政治生态通过规范政治行动主体的行为关系、醇化其政治习性、优化政治环境来保证全体党员遵章守纪。从实践来看,"圈子腐败"、行业性生态恶化、"自由主义"作祟、党内政治生活不正常等现实因素对纪律规矩建设的政治生态产生了巨大抗扰。推动纪律规矩建设,需要从做好全面从严治党的顶层设计、重视政治纪律审查、加强制度体系及其执行力建设、培育良好政治习性等基础性层面入手。

A mature type of party politics is generally established on the basis of strict discipline and rules. The advancedness of the communist party of China and the painful lessons of the facts that breaking the law must first break the discipline rules decide that we should stick to the governing logic of discipline should be stricter than law to a deep degree. How discipline rules can be rooted,however,is not only lies in the discipline itself,but also needs the support of political ecology. Good political ecology through regulating the behavior of political subjects' action,optimizing the political environment to ensure that all party members can follow discipline rules,and then constitute the support conditions of the construction of discipline rules. But in reality,it is faced with corruption 'circle',industry ecology deterioration,abnormal inner-party political life,etc. Promoting the construction of disciplinary rules,we should start from the basic levels such as making a good top design of comprehensive governing party,attaching great importance to the political discipline review,focusing on system construction,and strictly enforcing,cultivating good political behavior.
