摘要
在全球政府公信力受到普遍质疑的背景下,电子政务的信任修复功能受到各国政府的日益重视。虽然已有文献探讨了电子政务对政府信任的影响作用,但电子政务重构与提升政府信任的作用机理仍有待进一步分析与检验。本文基于政府信任发生过程,梳理出电子政务影响政府信任的两种途径,提出相关假设。并建立Logit模型,运用武汉、天津与重庆的居民调查数据对假设进行检验,研究发现:在政府信任的建立阶段,电子政务的信息认知—公众预期途径与效率理性—绩效评价途径能够同时发生作用,公众对政府信息获取的期望是重建政府信任的关键前因变量;在政府信任提升阶段,电子政务主要通过效率理性—绩效评价途径来积极影响政府信任,公众对电子政务能力与绩效的感知是增加政府信任的基础要素。以上研究结论对于正确发挥电子政务的信任重塑功能具有重要的实践启示。
Under the background of the worldwide declination of government credibility,the trust restoration function of E-government has been paid more and more attention by the governments around the world. Although the literature has discussed the impact of E-government on government trust,but the role of e-government plays on reconstructing and enhancing government trust remains to be further analyzed and tested. Based on the process of government trust,this paper combs out two effective mechanism of e-government on trust in government,and puts forward the relevant hypothesis. Using data from the three-city survey undertaken in Chongqing,Wuhan and Tianjin in China,this paper employs Logit model to test the hypothesis,and empirical results show that: in the stage of establishment of trust in government,e-government influences government trust positively through the information cognition-public expectation approach,as well as the efficiency rationality-performance evaluation approach,among which public access to government information is the key to rebuild trust in government; in the promotion stage,e-government improves citizens' trust in government mainly through the efficiency rationality-performance evaluation approach,among which public perception of e-government capability and performance is the crucial to increase government trust. The above conclusions have important practical implications for the correct implementation of the trust remodeling function of e-government.
