制度因素对社区治理影响的实证研究——基于568份问卷数据的分析

An Empirical Study on the Impact of Institutional Factors on Community Governance: Analysis Based on 568 Questionnaires

制度因素是社区治理最为重要的影响因素。本文基于568份问卷调查数据,从社区治理的政策支持力度、社区治理的政府支持力度、社区治理的激励机制三个方面出发,分析了社区居民对社区治理制度影响因素评价的差异。为了更好的提升社区治理水平,必须要强化法律制度保障,也就是做好法律制度的顶层设计工作。这包含了两个方面的内容:一方面要将原先阻碍社区治理发挥作用的法律制度障碍解构掉,这一过程要遵循"循序渐进"原则。另一方面要建构起新的促进社区治理更好发挥作用的法律制度体系,这一过程不仅要遵循"精确制导"原则,还要遵循"制度协同"原则。

Institutional factors are the most important influence factors of community governance. In this paper,based on the data of 568 questionnaires,the evaluation differences of community residents on institutional influence factors of community governance are analyzed from three aspects of the policy support of community governance,the government support of community governance,and the incentive mechanism of community governance. In order to improve the level of community governance,the legal system guarantee must be strengthened,which means to do a good job in the legal system of top-level design work. It contains two aspects of content: on the one hand,the obstacles of legal system should be removed,and this process should follow the 'step by step'principle; on the other hand,we should construct a new legal system to promote community governance,and this process should not only follow the 'precise guidance'principle,but also follow the principle of 'system coordination'.
