"高度的生态文明"是在生态文明基础上实现美丽中国的价值样态,它颠覆了传统资源观的物欲化发展方式,秉持了社会领域关于人与自然关系的道德理性,检视了自然-社会生态圈良性循环对人发展的终极意义,调适了传统人类中心主义与自然中心主义的治理误区。建设"高度的生态文明"是激发国家、社会、人民合力并举的持续性事业,须大力培育生态公民的文化基因,实施生态增量方案;须积极扬弃工业化体系的发展模式,实施国家战略的绿色范式;须及时构建生态风险评估机制,激发终身问责机制的惩戒效力。

"Advanced Ecological Civilization" subverts materialized development mode of traditional resource view,which is the value pattern of realizing beautiful China on the basis of ecological civilization. It upholds moral rationality of the relationship between man and nature in the social field. It examines ultimate significance of the virtuous cycle of natural-social ecosphere for human development. It adjusts misunderstanding of traditional anthropocentrism and naturalism in governance. It is a sustainable cause that stimulates the joint efforts of the state,society and people for developing to "Advanced Ecological Civilization". We must cultivate vigorously cultural genes of ecological citizens and implement the ecological increment program. We must abandon actively development model of industrialization system and implement green paradigm of national strategy. We must construct mechanism of ecological risk assessment to stimulate the punishment effect on lifelong accountability mechanism.
