协商式政策议程设置模式作为中国特色社会主义协商民主与政策议程设置理论的有机结合,是中国政策议程设置民主化的可行选择与努力方向。在协商式政策议程设置模式下,政府决策者在与公民协商的过程中主动发现问题、回应社会公众关切,因而具有政策问题界定的前瞻性、社会公众偏好对政策议程的影响较大、议程设置中工具理性和价值理性相统一、政策回应的主动性强等特征。作为一种官民互动程度高、政策回应主动性强的议程设置模式,它有利于形成和谐的政府与公民关系。建构协商式政策议程设置模式,推动中国政策议程设置民主化,需要立足于中国特色社会主义协商民主的理论特质和制度优势,型塑协商式政策议程设置的民主价值理念,优化协商式政策议程设置的民主制度体系,构建协商式政策议程设置的动力学机制。

As the combination of socialist deliberative democracy with Chinese characteristics and the theory of policy agenda-setting,deliberative agenda-setting model is the feasible choice and development aim of modernization of Chinese policy agenda-setting.Under deliberative agenda-setting model,decision-makers identify and response to proactively public problems in the process of deliberation with the public.So it has some obvious characteristics:the prospectiveness of policy issues definition,the public’s preference playing more influences on policy agenda-setting,the integration of instrumental rationality and value rationality in policy agenda-setting,and strong policy responsiveness.It is helpful for building harmonious relationship between government and the public.For the purpose of promoting the modernization of Chinese policy agenda-setting,it should be shaped democracy values,optimized democratic institution,and constructed dynamic mechanism of deliberative agenda-setting model based on the theoretical characteristics and institutional advantage of socialist deliberative democracy in China.
