在国家输入大量财政资源推动乡村发展和振兴的新时期,新一轮政权下乡扩大了基层行政的范围和改变了基层治理结构,需要重新探讨国家行政与村民自治有机衔接的体制机制。研究发现,行政扩大化使得村干部职业化和村级治理规范化,增强了村级组织的行政能力;一些农村地区通过自治单位下沉的方式创新村民自治制度,提升了村民自治能力。这些农村地区形成了行政与自治有机衔接的双层治理结构,推进了基层治理现代化。双层治理结构形成的内在动因是国家与农民利益一致化,外在条件是国家行政能力和制度能力的提高。将双层治理结构作为一种理论分析框架,有利于解释资源输入时期的基层治理实践,并提供理论指导。

Absrtact:During the period of resource input,the regime going to the countryside to expand the scope of grass-roots administration.It is necessary to re-explore the institutional mechanism of the connection between administration and villagers’autonomy.The study finds that the expansion of administration has led to village cadres professionalized and village-level governance standardized,and strengthens the administrative ability of village-level organizations.Local governments innovate the villagers’autonomy system through the sinking of autonomous units,and enhance the villagers’autonomy ability.In rural it has formed a double-level governance structure,which has promoted the modernization of grass-roots governance.The internal cause of the double-level governance structure is the consistency of the interests of the state and farmers,and its external condition is the improvement of the state’s administrative capacity and institutional capacity.Taking the double-level governance structure as a theoretical analysis framework is conducive to explore the grassroots governance problems in the period of resource input,and to provide theoretical guidance for grassroots governance practice.
