新时代社会组织党的建设:时代议题与现实景观——基于四川省176个样本的调查研究

Party Building of Social Organizations in the New Era:Era Issues and Realistic Landscape:A Survey Study Based on 176 Samples from Sichuan Province

调查研究发现,进入新时代,社会组织党建有效地促进了政党权力的影响力提升,促进了服务型治理的开展,促进了社会组织参与社会治理,使社会组织内部治理与党建协同发展。但目前在发展中仍然存在一些问题,党建领导体制还不够完善,两个覆盖还有待提升,党建工作机制还不够协调。笔者创新地发现,在党政强嵌入下,社会组织出现体制适应效应、结构趋同效应。为促进社会组织党建发展,需要进一步创新党建管理体制,创新分类指导机制,创新工作方法。

The investigation and research found that in the new era,the party building of social organizations effectively promoted the influence of the party’s power,promoted the development of service-oriented governance,promoted social organizations to participate in social governance,and made the social organization internal governance and party building coordinated development.However,there are still some problems in the development,the leadership system of party building is not perfect enough,the coverage of the two areas still needs to be improved,and the working mechanism of party building is not coordinated enough.The author innovatively finds that under the strong embedding of the party and government,the social organization has the effect of system adaptation and structural convergence.To promote the development of party building in social organizations,it is necessary to further innovate the party building management system,the classified guidance mechanism and the working methods.
