实施生态循环农业与山区精准扶贫联动发展的技术对策思考 被引量:9

Ideas on Technological Countermeasures of Implementing Ecological Circular Agriculture and Interactive Development of Targeted Poverty Alleviation in Mountainous Areas

摘要 实施生态循环农业战略是中国现代农业发展的重要方向,其主要内涵是合理构建循环农业模式,充分利用农业废弃物,提高资源利用率与污染防控率,实现增产增收与保护生态的双赢目标。在山区农村发展现代生态循环农业,不但生态条件优越,而且发展潜力巨大。优化构建现代生态循环农业模式,有利于精准扶贫发展战略实施。文章结合福建省生态循环农业与精准扶贫的实际,因地制宜地提出了构建山区立体种养型绿色家庭农场模式与集成创新实用配套技术;构建山地生态果茶园优化模式与特色扶贫产业促进技术集成推广;研发高效设施农业系列装备与精准扶贫科技产业园区创立及经营;农牧菌业链接与废弃物资源化循环利用技术体系构建及集成推广;南方红壤区水土流失有效防控与生态修复驱动支撑技术集成应用等技术对策。 Implementing ecological circular agriculture is one of the most important directions in development of China′s modern agriculture.Its main content were reasonable construction of circular agriculture mode, full use of agricultural wastes, improvement of resource utilization rate and pollution prevention and control rate in order to realize the win-win goal of increasing both production and income and ecology protection. In mountainous areas, there are superior ecological conditions and huge development potential for modern ecological circular agriculture. Optimized development of modern ecological circular agriculture mode is beneficial to implement targeted poverty alleviation. In this paper, combined with practical situation of ecological circular agriculture and targeted poverty alleviation in Fujian Province and according to local circumstances some technological countermeasures were proposed, including setting up green family farm mode for multistory cropping and raising and a set of integrated innovative practical techniques, optimizing development of ecological orchard and tea garden in mountainous areas and upgrading featured industry with integration and popularization for poverty alleviation, researching and developing high efficiency equipments for facility agriculture and constructing science & technology industry park for targeted poverty alleviation, developing recycling utilization technique system to connect agriculture, livestock husbandry and mushroom industry and waste resource, integrating and popularizing effective prevention and control of water and soil loss and integrated application of supporting techniques driven by ecological restoration.
