对新疆“十三五”农业科技发展的思考与建议

Considerations and Suggestions for Xinjiang Agricultural Science and Technology Development during the "13th Five-Year"

文章分析了新疆农业科技发展面临的形势,指出新疆必须抓住党的十八大创新驱动战略实施、建设丝绸之路经济带核心区和农业科技革命兴起的历史机遇,大幅度提高农业科技创新能力和推动技术进步,促进新疆现代农业发展和农业增长方式转变。在此基础上,提出了新疆农业科技"十三五"发展战略建议,以及健全和完善农业科技创新机制、建立多元化和多渠道的农业科技投入机制、改善和提升农业科技创新条件等推进"十三五"新疆农业科技进步的对策。

The situation of development of agricultural science and technology in Xinjiang was analyzed in the paper. It was pointed out that Xinjiang should catch hold of the historic opportunity of innovation driven strategy implementation of the Eighteenth National Congress of the CPC, core area construction of silk road economic zone and prosperity of agricultural science and technology revolution, promote the development of modern agriculture in Xinjiang and convert agriculture increase pattern. At the same time, development strategy for Xinjiang agricultural science and technology and the strategic suggestions for propelling Xinjiang agricultural scientific and technological progress during the '13th Five-Year' were also put forward, such as improving agricultural science and technology innovation mechanism, setting up multichannel and multiple investment mechanism, boosting innovative conditions of agricultural science and technology.
