国家自然科学基金资助与管理绩效评估及其启示

Performance Evaluation of the National Natural Science Foundation of China and Its Enlightenments

2010年2月~2011年9月,财政部与国家自然科学基金委员会联合开展了国家自然科学基金成立25年资助与管理绩效国际评估工作,在我国科技界产生了较大影响,成为科研基金绩效评估的范例。文章介绍了此次评估的内容、方法与主要结论,从中得出对于开展农业科研绩效评估包括准确把握绩效评价目的、科学确定绩效评价内容、重视管理绩效评价、高度重视结果应用和完善第三方评价机制等若干启示。

During the period between Feb, 2010 and Sep, 2011, the Ministry of Finance and the National Natural Science Foundation of China(NSFC) jointly launched an international performance evaluation of funding and management since NSFC′s foundation, which has proved to be a very successful case and had a great influence. The contents, methods and main conclusions of the performance evaluation were summarized,while some enlightments for carrying out performance evaluation of agricultural scientific research were obtained, such as accurately understanding the objectives, setting the contents scientifically, paying attention to evaluation of management, giving much attention to the application of results, and improving the third party evaluation mechanism.
