Principles and goals of urban community public service

近年来中国城市社区服务取得明显进展,但不同性质的商业服务与社会服务还缺乏严格的分类操作,以市场为导向的社会服务模式占据主流地位。今后中国城市社区服务发展的方向将是逐步向福利型、救助型和文化教育性服务转移,建立以社区公共团体为依托、以政府支持为前提、以社会力量广泛参与为基础的新型社区公共服务模式,最终形成社会保障、商业市场、公共服务相互匹配的社会化服务体系。提升社会服务理念、培育非营利性社会服务机构应成为一项重要的社会政策。

In the past decades,there have been obvious growth in China's urban community services.As there is no sophisticated social policy and administration,the marketoriented model of social service took a dominant position in China at this time.Therefore,the proposed community services should focus on local welfare,social assistance and community education.It is imperative for a modern society to set up a new system of community public service based on community organizations, governments supports,and the general participation of the third sector.It is also suggested nonprofit organizations(NPO) and new service ideas be developed and become major public service.
