生态系统服务经济价值的测度与补偿管理——以北京市2000-2016年土地开发利用为例

Measurement and compensation management of economic value of ecosystem services——A case study of land development and utilization in Beijing from 2000 to 2016

为了加强对生态系统服务经济价值的定价研究和补偿管理,采用In VEST定价法、通径分析法、线性规划等方法和理论,测定了北京市各项土地生态的服务价值,以及政企在土地开发中最佳补偿比例。结果表明:北京市生态服务总经济价值逐年递减,其中水域、耕地生态价值削减最多;水体在生态服务功能中起到基础作用,应予以着重保护;政府在土地开发中的最佳补偿比例为44%,企业相应为56%。该成果对生态福祉的定量化和环境补偿管理具有参考意义。

In order to strengthen the pricing research and compensation management of the economic value of ecosystem services,the InVEST pricing method,path analysis method,linear programming and other methods and theories were used to determine the service value of various land ecological systems in Beijing,and the optimal compensation ratio of government and enterprises in land development.The results show that the total economic value of Beijing’s ecological services is decreasing year by year,and the ecological value of waters and cultivated land decreases the most;the water body plays a fundamental role in the ecological service function,and should be emphatically protected;the government’s best compensation ratio in land development is 44.%,corresponding to 56%of enterprises.This achievement has reference significance for the quantification of ecological well-being and environmental compensation management.
