县委书记大接访制度:实践逻辑与现实困境

县委书记大接访制度将常规信访工作转化为党委政府的中心工作,有利于强化领导干部的责任意识,整合官僚体制内部资源,推动基层信访问题尤其是信访疑难案件的解决,密切党群干群关系。实际运行受官僚体制内部各种复杂交错关系的影响,使该项制度的实践逻辑呈现出与制度文本规定的偏差,主要存在权力推动与权力依赖、权力与责任倒置、首问负责制与专业分工矛盾、选择性治理与接访绩效的消解、政治与专业的冲突等问题。大接访制度的运行必须嵌入于官僚体制之中,官僚体制将大接访制度吸纳进入了其自身的运转逻辑,并按照官僚体制的内部运作规则对该项制度进行改造。近期应加大对领导干部实质性解决信访问题的考核,而不是过于注重对领导接访台帐、文案等形式程序的考核;可以在接访工作与业务工作之间保持适当平衡,避免大接访制度过多冲击领导干部的常规业务工作;长期应在形成信访问题的根源上着力,健全和完善基层民主制度,构建干部与群众良性对话、协商的平台。切实推进依法治国战略,真正做到依法行政。只有这样大接访制度才可能具有更高的效率和更强的生命力。

The institution of County Party Secretary Receiving Petition Letters and Visits transformed the regular petition work into the central work of the Party Committee and government.It was beneficial to strengthen the responsibility awareness of cadres,integrate the internal resources of bureaucracy,promote grass-roots petition problems especially difficult cases to solve,and then familiarize the relationship between the Party members and the mass.However,the operation of the Petition Receiving institution must be sneaked into the bureaucracy.The bureaucracy absorbed the Petition Receiving institution into its' own operating logic and remade it according to the bureaucracy's inside operating rules.In near future we should examine the cadres according to the results of their resolving the petition problems rather than the records and procedures of their receiving.And a balance should be maintained between the petition receiving and regular work so as to avoid too much disturbing of the former to the latter.For the long-term basis we should eliminate the root of the problems and establish a positive platform of dialog and consultation between cadres and the mass.Only based on enhancing the strategy of rule of law and implementing administration according to law,can the Petition Receiving institution become more effective and vitalized.
