Research on the Construction of Ecological Network Embedded in Targeted Poverty Alleviation

在攻坚脱贫战略中,社会扶贫是政府、市场、社会联合行动的"三位一体"大扶贫格局的重要组成部分,而就实践和学术研究来看,社会扶贫仍然是"大扶贫"格局的短板。公益扶贫是社会扶贫的核心组成部分,其使命追求与政府精准脱贫目标内在价值的契合性、扶贫公共产品供给功能的发挥和政策供给的支持、政府主导扶贫模式的"碎片化"和多元协同扶贫模式的正面效应并存、"互联网+公益"模式与网络扶贫行动的联合驱动成为公益组织嵌入精准扶贫行动的内在逻辑理路。因此,要发挥公益组织的扶贫合力,提高公益扶贫的效果,补齐"社会扶贫"的短板,就需要从核心支点、基础条件、制度嵌入、技术支撑4个关键要素着手,构建公益组织嵌入精准扶贫行动的生态网络。

In the strategy of tackling poverty and poverty alleviation,social poverty alleviation is an important part of the'trinity'-grand poverty alleviation pattern of government,market and society.While from the perspective of practice and academic research,social poverty alleviation is still a shortcoming of the'grand poverty alleviation'pattern.Public welfare poverty alleviviation is a core component of social poverty alleviation,its mission is consistent with the intrinsic value of the government’s goal of poverty alleviation,the function display of poverty alleviation public goods supply and the support of policy supply,the coexistence of the'fragmentation'in the government-led poverty alleviation model and the positive effects of the multi-coordinated poverty alleviation model,the joint drive of the'Internet+public welfare'model and the network poverty alleviation action have become the inherent logic clue of the public welfare organizations embedded the precise poverty alleviation actions.Therefore,to give play to the joint efforts of public welfare organizations in poverty alleviation and promote the effectiveness of public welfare poverty alleviation,make up for the shortcoming of'social poverty alleviation',we need to build an ecological network for public welfare organizations embedded in targeted poverty alleviation actions from four key elements:core fulcrum,basic conditions,system embedding and technical support.
