This paper briefly discusses libraries' social status in the development of our socialist material and spiritual civilizations. Drawing on the experience of the developed countries and the practice of the library legislation in China, it also points out the necessity in establishing library law and legalizing library activities in order to safeguard the steady development of libraries.
