当代中国公共文明建设刍议

On Construction of Public Civilization in Contemporary China

公共文明程度是衡量一个地区、一个国家社会文明发展水平的重要指标,既属于发展"软实力"范畴,也属于"核心竞争力"范畴。公共文明在评判上表现为对群体性特征的把握,但其建设的逻辑起点依然要诉诸公民个体。在当今的中国语境下,公共文明的认识和反思必然要涉及支撑公共文明发展的种种环境和制度条件,特别是制约公共文明发展的社会结构性因素。中国公共文明建设的路径必须置于开垦培育公共文明"土壤"的方向之中,而开垦"土壤"的关键在于改变现行若干环境,包括思想文化与教育环境、市场生产与消费环境、社会服务与监管环境。

The level of public civilization,belonging to both'soft power'and'core competitiveness',is an important indicator of the level of social development of a region and a country.Evaluation of public civilization should be done by grasping collective characteristics,but the logical starting point of its construction has to resort to individual citizens.In the context of contemporary China,the understanding and reflection of public civilization must involve the various environmental and institutional conditions that support the development of public civilization,especially the social structural factors that restrict the development of public civilization.The construction of public civilization must be placed in the direction of cultivating the'soil'of public civilization and the key to the cultivation of'soil'is to change the existing environment,including cultural and educational environment,market production and consumption environment,and social service and supervision environment.
