分析了包头市现有的国民经济与社会发展规划、城市总体规划、土地利用总体规划和环境保护规划等主要规划的内涵与不足,结合国内其他城市规划融合工作的实践进展,提出了包头市开展"多规合一"工作的牵头部门、工作形式与成果、遵循原则的初步设想,并着重提出了包头市环保部门的"多规合一"工作建议。

The article analyzes the connotation and deficiencies of the major planning,including the national economic and social development planning,city master planning,land use planning and Environmental protection planning. Combines with the progress of the integration of multiple planning in the other domestic cities,some primary ideas about the lead department,the work forms,the expected results and the principles were presented,and some suggestions for'the integration of multiple planning'were emphatically put forward for the Environmental Protection Department of Baotou.
