摘要 为科学全面地评价太湖流域水污染物总量减排的工作成效,以层次分析法和德尔菲法相结合,从总量控制、环境质量、污染控制水平以及环境管理四个层面选取27项指标构建了绩效评估体系,并通过专家打分法与熵权法相结合的方式确定绩效评估体系中各项指标的权重,为定性与定量地分析水污染物减排工作成效提供体系支撑。 In order to evaluate the the effectiveness of the Taihu Lake Basin water pollutant emissions scientifically and thoroughly,both AHP and Delphi were combinated. 27 indicators were selected from four levels including the total control,environmental quality,pollution control and environmental management to build the performance evaluation system. Both Delphi and Entropy were used so as to determine the index weight,thus provided system support for the qualitative and quantitative analysis of the effectiveness of water pollutant emissions.
