公路网规划环评与公路建设项目环评联动机制探索

Explore the linkage mechanism of highway nentwork planning EIA and the highway construction project EIA

在公路建设环境保护领域,规划和建设项目两个层面的环境影响评价工作开展情况均较好,一定程度上发挥了环评从源头预防生态破坏和环境污染的作用。但由于规划严肃性不足、相关技术导则的内容限制以及相关管理政策的缺失等制约因素,公路网规划环评与公路建设项目环评联动机制仍处在探索阶段,导致环评重点不突出、重复性劳动繁多等后果,制约了公路建设领域环评工作的快速有序发展、不利于公路环境保护管理工作的开展。文中深入挖掘了两者联动的理论依据,全面梳理了规划环评与项目环评联动的管理依据,在此基础上,从规划环评对项目环评指导作用联动和项目环评对规划环评的反哺作用联动两个层面构建了两者的联动机制。其中,指导作用联动包括时间、评价内容、审批决策以及环保措施落实上的联动;反哺作用联动主要指项目环评对规划环境影响跟踪评价的反馈。结合制约联动的主要因素和构建的联动机制,提出了相应的对策建议,以期推动公路建设领域环评工作水平的进一步提高。

In the field of highway environmental protection,EIA progress well in two aspects including the planning and construction project,thereby to a certain extent played an important role in EIA source to prevent ecological destruction and environmental pollution.But due to the lack of seriousness in the planning,the limit of the content in the technical guideline and the deficiency of the management policy related such constraints,EIA in highway network planning and construction project lacked linkage. All these caused such difficulties,the focus in EIA was not prominent,repeatability labor work was repeated and too much,eventually restrict the EIA in highway construction developing fast and orderly and go against the progress of the management work of highway environmental protection. On the basis of comprehensive reviewing and studying the management and theoretical bases on the linkage of EIA between the Planning and the Project,this article built a linkage between the two from two aspects,the linkage of the planning EIA's guiding effects on the Project EIA and the vice versa.While,the guidance linkage contained time,evaluation content,examination and approval decision,and environmental protection measures on the implementation of linkage; Communal Functions mainly refers to the feedback of the tracking assessment and the effects the project EIA had on The planning environment. Combined with the main factor that restricts the linkage and the construction of the linkage mechanism,put forward the corresponding countermeasures and suggestions,the level of EIA work on highway construction field will be further improved.
