摘要
《环境影响评价技术导则大气环境》(HJ2.2-2008)自颁布实施以来,对我国的大气环境影响评价工作发挥了重要的指导作用,但在实际环评工作中,按照导则开展现状监测仍然存在不能真实反映环境质量状况的问题。笔者在分析环境质量状况与空气污染气象条件预报等级相关性的基础上,提出了对现状监测增加监测期间应至少有1天空气污染气象条件预报等级为4级及以上不利于空气污染物扩散气象条件要求的建议,从而使监测结果与实际的环境质量状况更接近。
Since the promulgation and enforcement of the Technical Guidelines on Environmental Impact Assessment: Atmospheric Environment'(HJ2.2-2008), it plays an important guiding role, but in the practical work of the EIA, in accordance with the guidelines to carry out present situation monitoring sometimes still cannot reflect the real situation of environmental quality problems. In this thesis, based on the analysison the correlation of environmental quality condition and air pollution meteorological condition forecast of rank, it is proposed during the monitoring period it should be at least one day air pollution meteorological condition forecast of level to level 4 and above, so that the monitoring results and the actual situation of environmental quality is closer.
