摘要
国勘公司某地面工程建设项目,作业类型繁杂,作业人员众多,交叉作业十分频繁,给安全管理工作带来了诸多挑战。项目通过过程安全管理预防重大事故;采用HSE审计为抓手,预防投产前HSE风险;深入调查事故根原因,推动HSE文化提升,严控交叉作业风险,实现项目HSE绩效持续不断提升。经过三年,项目的损失工时事件发生率(LTIF)从2013年的0.67下降至2016年的0,可记录事件发生率(TRIR)从2013年的2.57下降至2016年的0.54,HSE绩效提升显著。
One of Sinopec International Petroleum Explosion and Production Corporation(SIPC)oversea field development and production project faces with serious HSE situation,complicated operation,thousands of employees and contractors,thousands of simultaneous operation and etc.The project adopt process safety to prevent major accident,A HSE audit as an effective measure to control pre-stat up risk,and promote incident prevention by incident root cause analysis.From 2013 to 2016,Lost time injury frequency(LWDC)dropped from 0.67 to zero in 2016,Total Recordable incident rate(TRIR)lowered from2.57 to 0.54.The project HSE performance improved dramatically.
